Regional passenger-data coordination, pre-arrival screening and national decision-making under major-event pressure.
Starting point
The 2007 Cricket World Cup brought large numbers of visitors into a temporary CARICOM Single Domestic Space. Eligible travellers could move between participating states, but each country still controlled its own border systems, security requirements and final immigration decisions.
Ten departments, one event
The temporary travel area made regional coordination essential without transferring authority away from any member state. Carrier manifests had to be received, screened and routed to the right country before passengers arrived. Behind that simple journey sat ten island immigration departments, six IMCS border-control systems, two regional server sites at JRCC and RIFC, and a separate Trinidad Customs connection.
Building the regional service
DPM Systems (Barbados) Ltd delivered the regional processing capability for CARICOM IMPACS. Carriers submitted manifests online; the information was validated, screened against the relevant watchlists and stop lists, and distributed securely to the appropriate participating authority. DPM also hosted and managed the regional server infrastructure supporting the service.
Coordination without lost control
Ten island immigration departments could receive passenger information for review before arrival while retaining control of their own immigration decisions. The system operated successfully during the 2007 Cricket World Cup, and CARICOM IMPACS gave positive feedback on the delivery. It demonstrated that regional coordination did not require countries to surrender national authority.
